In the lead-up to this year’s UN General Assembly, a compliance specialist confided in me: “I’m only as good as my last briefing.” That admission sums up the fragile reputational stakes that define high-stakes government, regulatory and diplomatic work. Every decision carries weight, measured not only in political and personal credibility but also in the billions of dollars and lives that can hang in the balance.
It’s precisely because the stakes are so high that the conversation around AI in this sector needs reframing. Too often, it is framed to account for one outcome: automation. But in diplomacy and governance, automation without human anchoring is reckless. Responsible AI, to me, is about augmentation. It should be seen as technology that sharpens judgment, accelerates decisions and strengthens resilience, without supplanting the people whose choices carry the true weight of consequence.
I experienced the high-stakes diplomatic world firsthand in roles at the White House and State Department, balancing national security, technology and foreign policy on timelines where errors weren’t an option. From international negotiations to setting up federal taskforces, every success hinged on access to accurate, timely information and the ability of human experts to interpret it wisely. Even a simple, accurate AI-native policy query tool would have helped me spend more time on relationship building (a critical part of policy making) and less time researching.
But where the U.S. government is concerned, ‘modernization’ means uploading another PDF, expanding another static database spreadsheet, or layering new templates onto outdated systems instead of rebuilding for speed and clarity. This feels stark when compared to the Chinese, who are embedding AI across ministries to accelerate civilian-military responses. Or the Russians, who are launching AI-driven disinformation campaigns to exploit our open networks. Or even our allies, from the U.K. to the UAE, who are rewiring their governments for digital-first agility.
Why augmentation, not automation, builds trust
In diplomatic environments, trust is everything. For AI to earn any sort of trust, it must be judged based on three non-negotiables:
Data integrity: The inputs must be ironclad. Responsible AI must draw from verified sources – legislative records, regulatory filings, diplomatic cables, institutional archives; the datasets that professionals already trust.
Human oversight: Critical judgments cannot be outsourced to black-box models. Diplomats and regulators must come to trust AI not as a replacement but as an amplifier, surfacing risks, highlighting connections and giving them the time back to exercise judgment.
Transparency and augmentation-first design: The tools that succeed in diplomacy will not be flashy chatbots or autonomous systems chasing hype cycles. They will be platforms that quietly empower professionals to act faster, more clearly and with confidence in their reasoning.
The costs of outdated workflows
Consider regulatory and compliance intelligence. For governments from local to national, more than 200 regulatory actions are issued daily across 750 global bodies. Or consider global logistics, where leaders face fines of up to $5,000 per shipment for incorrect filings that pertain to evolving immigration or tariff rules. Yet, at the same moment, a majority of multinational firms expect regulatory and policy teams to remain the same size, even as workloads spike. Without augmentation, fully managing the ever-changing variables is impossible.
Diplomatic and policy settings are no different. Endless email chains, static spreadsheets and briefings buried in staff memory create blind spots. When a staffer resigns, critical context vanishes with them. The result: delayed responses, fractured strategies, or worse, national credibility on the line. Systems must adapt to deliver precision at speed – surfacing context in real time instead of burying it in inboxes.
Incrementalism is not leadership
In early September, the General Services Administration (GSA) struck a cloud services discount deal with Microsoft, signaling that the U.S. government recognizes AI must be integrated into its workflows. But too often these initiatives reflect retrofitting legacy workflows instead of reimagining how critical intelligence should function. Incrementalism cannot keep pace with adversaries moving at startup velocity.
Responsible progress requires purpose-built systems that scale resilience without ballooning costs, that collapse information silos and that accelerate leaders’ ability to see risks before they surface. The point is not to displace incumbents but to ensure governments invest alongside innovators building for speed, precision and transparency.
A shared opportunity
Augmentation must be our guiding principle. AI that empowers diplomats, policymakers and regulatory professionals to operate with foresight – grounded in trusted data, transparent in function and accountable to human oversight – is not just a competitive advantage. It is a shield for national credibility and a compass for strategy in an era defined by speed.
The rules of governance are being rewritten every day. The United States and those who partner with it, still have the opportunity to definitively lead – not with automation for its own sake, but with responsible, augmentation-first AI that strengthens the humans at the center of diplomacy. Lives, stability and long-term trust depend on nothing less.
